The Senate failed to advance a $13.5 billion disaster aid plan after Democrats did not support a key procedural vote April 1 over concerns it did not offer enough assistance to Puerto Rico. The original proposal, which would have offered aid to Midwestern farmers impacted by flooding as well as hurricane-stricken farmers in the southeast, tornadoes in Alabama and Georgia and western communities besieged by wildfires.
