USDA defends how it established trade aid breakout

Payments established by gross trade impact not the fluctuation in prices over last few months.

Farmers and legislators continue to question how the U.S. Department of Agriculture determined its calculations for farmers under its trade mitigation assistance. In a new white paper released Sept. 13, as well as testimony from USDA chief economist Robert Johansson, the answer is predominantly based on previous trading amounts, not prices.
