APHIS found that Canada fully meets the APHIS requirements for classification as Level 1.

The U.S. Department of Agriculture's Animal & Plant Health Inspection Service (APHIS) has classified Canada as Level I for both bovine tuberculosis and brucellosis.
APHIS prepared evaluations for both diseases and found that Canada fully meets the APHIS requirements for classification as Level 1.
Bovine TB is an infectious, granulomatous disease caused by the bacterium Mycobacterium bovis. It can cause progressive respiratory disease in most warm-blooded vertebrates, including humans. The main domestic reservoir of this pathogen is cattle.
Brucellosis is a disease of livestock and wildlife that poses significant animal and public health and international trade consequences. Brucellosis causes loss of young through spontaneous abortion or birth of weak offspring, reduced milk production, and infertility in bovines.
