In December, a coalition of more than 100 rural and urban Democrat and Republican members of Congress from within and outside cotton country requested, in a letter, that the secretary of agriculture use his authority to allow cottonseed to be eligible for commodity programs under the farm bill.
On Wednesday, Agriculture Secretary Tom Vilsack responded that he did not have the authority to do so because of how Congress wrote the farm bill.
