New poverty plan draws criticism

House policy proposal includes SNAP changes and school block grants.

Republicans have released a new 35-page report aimed at helping lift people out of poverty. However, when it comes to how to accomplish the goal, the recommendations may fall short.

House Agriculture Committee chairman Michael Conaway (R., Texas), who released the policy paper with Speaker of the House Paul Ryan (R., Wis.), announced the policy changes at House of Help City of Hope, a poverty-fighting organization in Washington, D.C.
