FIFTEEN years ago, the U.S. dairy industry was exporting about 5% of its production; today, it's sending three times that level overseas — with no government support — even as overall U.S. milk production has continued to grow.

Pete Kappelman, chairman of Meadow Brook Dairy Farms in Wisconsin, said as a producer, he knows firsthand the importance of overseas markets to his farm and his bottom line.
