HAS the World Trade Organization put the country-of-origin labeling (COOL) rule in the freezer? It must have, if you believe the anonymous sources who recently told the Wall Street Journal that WTO released its final ruling on the COOL case to Mexico and Canada, the two countries who asked WTO to rule against the proposed U.S. COOL rule.
