HERE we go again, and by that I am referring to the renewed but unchanged debate by organizations for or against the proposed poultry inspection rule sent to the White House Office of Management & Budget (OMB) on July 10.

The rule, if okayed by the President, would move more poultry plants to a system called the HACCP Inspection Models Project (HIMP).

HIMP pilot plants have operated in the U.S. for a little more than 15
