Dairy groups ask for farm bill fixes

House Ag Committee hearing digs into changes needed to MPP as well as potential changes on fluid milk forward contracting options.

The dairy industry’s Margin Protection Program (MPP) has been a “program in name, but not in effect,” as it has failed to provide an effective safety net, Jim Mulhern, president of the National Milk Producers Federation (NMPF), testified before the House Agriculture Committee Wednesday morning.

MPP is designed to allow farmers to insure the gap between milk prices and the cost of purchasing feed for dairy cattle. Farmers can choose to pay higher premiums for addition
